This procedure regulates the recognition at the “Vasile Goldiș” Western University of Arad, of the doctoral diploma and title of doctor in sciences or in a professional field, awarded abroad
The provisions of this procedure apply to the Romanian citizens, the citizens form European Union, European Economic Area Member States and to the citizens of Swiss Confederation and citizens from third countries.
The UVVG recognition of the doctoral diploma and title of doctor in sciences or in a professional field, awarded abroad is carried out according to this procedure in order to enroll to postgraduate programs, to obtain habilitation, to occupy a teaching or research vacancy at the UVVG, according to the law.
Eligibility Requirements
There are eligible for automatic recognition the doctoral diplomas and titles of doctor in sciences or in a professional field, awarded by:
a) Accredited higher education or research-development institutions from a Member State of the European Union, European Economic Area or from the Swiss Confederation;
b) Accredited higher education or research-development institutions comprised in the List of prestigious universities from other States, approved by Disposition of the minister for national education and scientific research, regularly updated;
c) Accredited higher education or research-development institutions subject to an international convention of mutual recognition, concluded between governments or universities.
All applicants, whom neither of the above mentioned situations applies, are to contact directly the National Center for Diplomas Recognition and Equivalence (CNRED) of the relevant ministry.
In justified situations, C.N.R.E.D. may ask for the review of the recognition file by the National Council for the Certification of Academic Titles, Diplomas and Certificates, hereinafter called C.N.A.T.D.C.U.
UVVG constantly cooperates with C.N.R.E.D. for the recognition of the diplomas mentioned at par. (1) and, each semester, they submit to C.N.R.E.D. a centralized situation of the applications for recognition.
Procedure
The applicant submits the file for recognition of the doctoral diploma and title of doctor in sciences or in a professional field awarded abroad at the IODAS secretariat or on the platform Sole Contact Electronic Portal at the link: https://edirect.e-guvernare.ro
The file is to comprise:
- application for recognition;
- CV and list of publications & scientific contributions;
- Identity document – copy – and the proof of name change– (in certified copy) for the Romanian citizens and in copy and legalized translation for foreign citizens;
- Doctor diploma, in copy and legalized translation,
- authenticated with the Hague Apostil for the States which are part of the Convention on the Hague Apostil;
- over-legalized or accompanied by the certificate of authenticity issued by the competent authorities from the country of origin for the states which are not part of the Convention on the Hague Apostil.
- The exempt from apostil or over-legalization is allowed according to the law, an international treaty which Romania is part of or by mutuality.
- The proof of paying the evaluation fee; It can be paid by bank transfer/ account deposit to:

The file is registered at the IODAS Secretariat after reviewing the documents. After registration, the file is sent to the legal compartment. The fulfillment of the lawfulness requirements for automatic recognition of the doctoral diploma and title of doctor in sciences or in a professional field awarded abroad is certified by the opinion issued by the Legal Compartment, based on the checking of the documents from the file.
After the issue of the legal opinion, the file is submitted for review, within 5 working days, to the Doctoral School in the field which the recognition is asked for. For the other fields, C.N.R.E.D is to carry out the recognition process.
The doctoral school may decide to return the file or to ask for its completion with certain documents.
The Council of the Doctoral School reviews and assesses the file and, within 14 working days, sends the approval or the disapproval, where applicable, for the recognition of the doctoral diploma and title of doctor in sciences or in a professional field awarded abroad. The disapproval must be justified in 7 working days since the date of receiving the file.
Within 14 days since the reception of the approval from the Council of the Doctoral School, the CDAS Council meets and rules on the request for recognition. The CDAS submits the decision for validation/ invalidation to the UVVG Senate. After validation/ invalidation, the Rector issues the decision for recognition/ non-recognition of the doctoral diploma and title of doctor in sciences or in a professional field awarded abroad for the approved field of expertise.
If the request is not approved, the doctoral office notifies electronically the applicant who may submit an appeal in 10 working days since the reception of such notification. The appeal is reviewed in 5 working days by a commission appointed by CDAS.
If the application for recognition of the doctoral diploma and title of doctor in sciences or in a professional field awarded abroad is submitted for another field where UVVG does not have doctoral school, the file is registered at the Rector’s office secretariat and is to be reviewed by an commission for evaluation formed of 5 members, expert in the respective specialized field, appointed by Rector’s decision.
After reviewing the file, the commission for evaluation proposes the University management a solution for the application for diploma recognition within 30 days since the date of its registration. The appeal is analyzed in 5 working days by a commission appointed by the Rector.
The deadline can be extended for justified reasons, the applicant being informed in writing on the extension.
The commission may ask the diploma holder for additional documents, situation when the solution deadline is extended with 30 days since the day of file completion.
If the request is approved, UVVG is to issue the certificate for recognition of the doctoral diploma to the holder, to a proxy or, upon applicant’s written request, it can be sent via mail, except for the certificates of recognition issued prior to the entry into force of this procedure.
Appeals and ways of appeal
If UVVG notices the existence of any suspicion on the authenticity of the documents of studies, it informs the habilitated the competent bodies.
The recognition by UVVG of the doctoral diploma and title of doctor in sciences or in a professional field awarded abroad is valid and legally binding only at UVVG level.
The recognition by CNRED of the doctoral diploma and title of doctor in sciences or in a professional field awarded abroad is valid and legally binding on the entire Romanian territory.
